Medicaid Information Technology Architecture (MITA) is both an initiative and a framework. It is a national framework to support improved systems development and health care management for the Medicaid enterprise. It is an initiative to establish national guidelines for technologies and processes that enable improved program administration for the Medicaid enterprise. The MITA initiative includes an architecture framework, models, processes, and planning guidelines for enabling State Medicaid enterprises to meet common objectives with the framework while supporting unique local needs.
Yes. Under 42 CFR § 433.112, MITA remains a condition for enhanced federal funding. States receiving Federal Financial Participation (FFP) must continue aligning with MITA and demonstrating increasing maturity under MITA.
Yes. Current federal regulations and CMS guidance require states to submit a MITA State Self-Assessment (SS-A) to support requests for enhanced federal matching funds for Medicaid Enterprise System (MES) expenditures. States may work with their CMS State Officer to use an alternative SS-A format if approved by CMS. CMS also recommends updating the SS-A annually and whenever significant MES changes occur. CMS is using discrepancy while MITA 4.0 is under development.
Currently, there is no set date for MITA 4.0 release. The MGB workgroups are evaluating release timelines for MITA 4.0 and the SS-A.
The release approach for MITA 4.0 is still being evaluated. Decisions on whether components will be released together or incrementally will depend on pilot outcomes and whether specific framework components can function independently.
Guidance on how MITA 4.0 updates will be communicated is currently under development and will be shared following CMS approval.
The MITA Governance Board (MGB) includes volunteer representatives from states, vendors, and federal agencies. The Board is led by an MGB Chair and Co-Chair who help set priorities, develop agendas, and facilitate monthly meetings.
The MITA Governance Board (MGB) provides strategic direction and oversight for MITA. Originally established by CMS in 2016 and revitalized in 2023, the MGB focuses on evolving the MITA framework to reflect current Medicaid business and technology practices while supporting collaboration across states, vendors, and federal partners.
